Curtis Manning wordt vertolkt door Roger R. Cross (37), een acteur uit Jamaica die al heel wat acteer-ervaring heeft opgedaan in tientallen tv-series en films zoals Hideaway (1995), Double Jeopardy (1999), X-Men 2 (2003) en The Chronicles of Riddick (2004). Curtis Manning is de tweede in bevel bij CTU onder Driscoll en later onder Dessler. Curtis is een soort regie-assistent bij CTU. Hij zorgt dat iedereen in-sync is met wat er gebeurd en kijkt erop dat iedeen zijn taak naar behoren uitvoert. Hij heeft een opleiding in weapons and tactics en heeft een grondige kennis van de moderne communicatie en spionage technologieën. Wanneer Driscoll echter vervangen zal worden door Tony zal hij het toch even moeilijk hebben. Ook zijn kleine misstap met Marianne Taylor zal hij niet snel vergeten.
